Role purpose

Responsible for ensuring the assets needed for optimising Port activities are always in operable and optimal condition. This includes ensuring ongoing engagement with identified stakeholders, regular inspections and required maintenance is undertaken at appropriate times and in accordance with regulatory conditions to provide the best value and longest life for our assets.

Reporting relationships

This role reports to the Principal Asset Manager.

Core accountabilities

Your Core role accountabilities are:

  • Planning and coordination of maintenance activities to ensure the use of and lifespan of all NQBP assets is maximised
  • Management of  hydrographic survey, bed levelling and dredging for all NQBP Ports
  • Ensuring NQBP dredging activities are undertaken in accordance with approval conditions – which involves compliance to monitoring regimes, notification processes and other related activities
  • Detailing engineering inspection, auditing and investigation of assets to ensure regularity compliance, suitability, condition and optimum use of the assets results in its availably to NQBP and its customers
  • Designing and implementing monitoring regimes to capture, store, interpret and distribute coastal metocean effects within its port limits
  • Project Management of Infrastructure Repairs or Upgrades – Inclusive of development & review of design briefs, management of design consultants, tendering and management of construction activities along with all contract administration processes. Common works range up-to $10M but it some situations exceed this.

Statement of duties

Following is a summary of key tasks to be performed:

  • Management of planned asset maintenance programmes comprising the forward organisational OPEX budget, specifically dredging, bed levelling and hydrographic surveys
  • Working with Project Engineers to ensure that all project works have considered the life cycle cost of new assets and the optimum design considering the maintenance of the asset over its life
  • Analysing the asset information to ensure optimum use of the maintenance budgets for strategic port assets
  • Contributing towards the improvement of Asset Management strategies, programs, processes and systems across all NQBP assets
  • Contributing towards the improvement of procurement procedures with specific focus on management of organisational approved panel of providers for trades which are regularly called upon (e.g. dredging, bed levelling, hydrographic survey)
  • Inspections and investigation of assets
  • Assisting in refining asset life cycle budgets for all NQBP assets in accordance with Asset Management Plans
  • Review and approval of permits – for example, road access, wharf access, digging
  • Providing design and general engineering services to NQBP and its external and internal customers in a sustainable, cost effective customer focussed manner
  • Processing of engineering matters in Port Development Applications
  • Coordinating of survey / mapping of all port assets
  • Development of documentation suitable for EXCO and Board Approvals where necessary
  • Establishing and maintaining effective working relationships with Port Users and other Stakeholders including Government agencies, members of each Port’s Technical Advisory Consultative Committee (TACC), and the Regional Harbour Masters
  • Comprehensive use of CMMS system (MEX) – Ensuring all asset data is accurate and preventative maintenance tasks and schedules are sufficient for optimising the assets
  • Provide technical guidance for the delivery of asset management services and tasks, including construction supervision when required
  • Undertake travel to NQBP ports or to represent NQBP interests as required

Selection criteria

Knowledge, experience and skills


  1. Degree qualification in Engineering with strong port industry experience, including  exposure to Marine, Coastal and / or Port Engineering
  2. Detailed Knowledge of Sea Floor Management Processes – Survey, Bed Levelling, Dredging
  3. Demonstrated experience in the following areas:
    1. Maintenance of steel and concrete structures, roads, utilities, seawalls
    2. Inspection and investigation of assets
    3. Durability in assets
    4. Project Management and Delivery
  4. Demonstrated use of innovation and analytical skills to generate viable options and develop solutions to diverse engineering issues and take responsibility for outcomes
  5. Experience maintaining confidentiality and consulting, negotiating and providing information and advice to a wide range of internal and external clients, both orally and in writing
  6. Construction and Constructability experience and good knowledge and understanding of the Building Code.


  1. Understanding of the Sustainable Planning Act and how it applies to the associated approvals pathway for offshore works, specifically dredging and tidal works
